The following motions were all passed at the Postal Technical Services Conference, Liverpool 2008
Motion 181 Carried This Conference instructs the incoming Postal Executive has to ensure that any engineering duties which the mail centre management should deem process critical and therefore may wish to transfer from Romec to RME, is only done after full consultation and agreement with the Postal Executive concerned, to minimise any negative impact on our members. The Postal Executive is instructed accordingly. Glasgow & Motherwell Motion 183 Carried Conference notes with concern Royal Mails automation plans over the coming years and the impact it will have on engineering staffing resources. This Conference instructs the incoming Postal Executive to negotiate a resourcing strategy with Royal Mail Engineering to ensure that in house engineering staffing resource is able to fully support the introduction of new automation assets. The introduction of fixed term contracts may be considered as part of that strategy. The Postal Executive is instructed accordingly. South Yorkshire Motion 184 Carried This Conference instructs the incoming Postal Executive to review the manner in which an arbitrary 5% cut, (for example), can be applied to Engineering. This business has stressed its future commitment to Automation. How can we provide the increased levels of responsibility to produce a quality product, if an arbitrary cut is applied to us as well as every other function? It can only work if cuts are made elsewhere and investment is made in our function. Engineering has been cut to the bone, and in some cases into the bone. It is an absolute fallacy to think Engineering can still function properly with such minimal staffing numbers. For example we already have offices where we have one man on each shift of a four week rota. These four duties are covered by a reserve of one. The day MTL post is already on occasion being lapsed. There is nothing left to cut off. It is imperative that the Executive ensures Royal Mail engineering is treated as a separate case when arbitrary cuts are called for. The health, welfare, and indeed terms and conditions of our members are under extreme pressure, and indeed the business as a whole is under threat by untargeted arbitrary cuts. Anglia Postal Divisional Council Motion 185 Carried That Conference notes with concern the failure of Royal Mail Engineering to deliver the engineering apprentice recruitment programme as intended. This Conference instructs the incoming Postal Executive to negotiate with all relevant parties an engineering apprenticeship strategy that meets the needs of the business, satisfies the aspirations of CWU members, and supports a long term in-house maintenance commitment within Royal Mail. The Postal Executive is instructed accordingly. Birmingham Meridian South Yorkshire Motion 186 Accepted This Conference instructs the incoming Postal Executive that any attempts by Vehicle Services to remove or replace the current IR and/or Safety representation structure that seeks to reduce the input and direct representation at Territorial, Cluster and Unit levels will be resisted. The Postal Executive is instructed accordingly. London Regional Motor Transport Motion 187 Carried This Conference instructs the incoming Postal Executive that any future attempts to introduce a new grade or indeed alter the current structure in Vehicle Services Garage Network will be subject to separate discussions outside of the Annual Pay negotiations. The Postal Executive is instructed accordingly. London Regional Motor Transport Motion 188 Accepted This Conference instructs the incoming Postal Executive to seek amendments to the CWU/Vehicle Services Garage Network Bonus Scheme whereby management must produce/communicate an appropriate monthly Action Plan if their associated workshop bonus falls below 50% earning potential. Furthermore, if management fails to investigate/reduce a continued workshops bonus loss (all 12 periods) attributed to a specific area included in Cost per Tech Spec Hour or if the continued loss is found to be outside the workshops control - the look back mechanism should then be activated to replace the variance with the insertion of the National Average Cost per TS and recalculated back to Period 1. The Postal Executive is instructed accordingly. Scotland MT Motion 189 Carried This Conference instructs the incoming Postal Executive to seek clarification as to whether Vehicle Services Technicians/mechanics should be included within the Road Transport Directive EU driving rules in line with Royal Mails policy. The Postal Executive is instructed accordingly. Scotland MT Emergency Motion 9 Carried Motion 191 Carried Conference agrees that the payment of travel and subsistence claims to Romec Engineers should not be linked to the monthly salary cut off dates. This Conference instructs the incoming Postal Executive to negotiate an agreement with Romec for payment of travel and subsistence claims on a weekly basis via BACS transfer into Engineers bank accounts. The Postal Executive is instructed accordingly. Solent Motion 192 Accepted Conference expresses deep concern that contrary to the joint agreement on the introduction of electronically submitted timesheets, Romec have changed the 2008 engineers salary cut off dates to the detriment of our members without any consultation or agreement with the union. This Conference instructs the incoming Postal Executive to negotiate an agreement with the employer that the salary cut off date for engineers will normally be the 3rd Thursday of each month. Further, the agreement will also include provision for pay slips to be sent out immediately after the cut off date to allow time for any discrepancies to be challenged before the salary is paid into bank accounts. The Postal Executive is instructed accordingly. Solent Motion 193 Carried Conference notes with concern the continued use by RME to communicate with our membership through forums such as MTL days on issues being discussed either strategically and/or nationally. This Conference instructs the incoming Postal Executive to reach an agreement with RME/RM for Strategic Involvement meetings to take place, which include forums such as MTL days. Invites at Strategic Involvement meetings and associated forums must include the elected CWU representatives. The Postal Executive is instructed accordingly. Edinburgh, Dundee and Borders Motion 200 Carried Conference recognises that the current Staffing Resourcing Tool (SRT) is no longer fit for purpose. This Conference instructs the incoming Postal Executive to negotiate with RME a revised resourcing model which ensures adequate staffing resource to reflect the introduction of new automation assets, automation maintenance requirements and the safeguarding of a minimal rota staffing. The Postal Executive is instructed accordingly. Central & West Lancs Meridian South Yorkshire Motion 195 Carried Conference notes with concern the continued use by RME to communicate with our membership through forums such as MTL days on issues being discussed either strategically and/or nationally. This Conference instructs the incoming Postal Executive to reach an agreement with RME/RM for Strategic Involvement meetings to take place, which include forums such as MTL days. Invites at Strategic Involvement meetings and associated forums must include the elected CWU representatives. The Postal Executive is instructed accordingly. Edinburgh, Dundee and Borders Motion 196 Carried This Conference instructs the incoming Postal Executive that recognition should be given to engineering recruits who have experience and qualifications. There should be a negotiated policy that allows for recruitment above basic (S1) level on the engineering pay scale. The Postal Executive is instructed accordingly. Birmingham Motion 197 Carried This Conference instructs the incoming Postal Executive to formalise a structure with RME where RME's national and local annual budgets are readily available to view at both national and local level by PTS representatives to assist in all future negotiations concerning the pay and conditions of RM engineers. Conference recognises the hard work carried out in securing the 2007 Postal pay award. The Postal Executive is instructed accordingly. Northern Ireland Engineering Motion 198 Carried This conference believes that it is not acceptable to restrict training on the Tops 2K FAPS 2 machine, or indeed any new automation. This Conference instructs the incoming Postal Executive to obtain a binding commitment from RME that all front line engineering staff will be fully trained on Tops 2k and all new Automation within the quickest reasonable timescale. This should also include the agreement of a fair method of allocating training which should be based on CWU policy. The Postal Executive is instructed accordingly. Central & West Lancs London Postal Engineering South Yorkshire Motion 202 Accepted That Conference notes with concern the abandonment by RME of the Joint Working Group approach to resolving major issues with the CWU. This Conference instructs the incoming Postal Executive to negotiate the reintroduction of the process of Joint Working Groups, consisting of a Territory Rep from each Territory, to resolve major issues. The JWGs established must include groups to deal with; The Standard Resourcing Tool(including any replacement process), Bonus scheme, Consequential Sequence Sorter and Automation maintenance as a minimum, plus others which are deemed necessary, to allow adequate strategic Involvement and consultation. The Postal Executive is instructed accordingly. London Postal Engineering Motion 203 Accepted Conference recognises and agrees that the standard of training for engineers provided by RME is unfit for purpose. Conference also recognises the importance of quality, comprehensive and continuous training, conference therefore agrees that comprehensive and fit for purpose training is a requirement to ensure that the role of the RME engineer remains professional and effective. This Conference instructs the incoming Postal Executive to ensure that a full and comprehensive training programme is agreed with RME that should encompass H&S specific training as well as fit for purpose and specific training on maintenance, service standards, work equipment, new technology etc the list is not exhaustive. The Postal Executive is instructed accordingly. Edinburgh, Dundee & Borders Motion 205 Accepted This Conference instructs the incoming Postal Executive that the terms of the 2000 Health and Safety Representation and Consultation agreement are fully implemented at national level and that the agreed quarterly meetings are re-established. The Postal Executive is instructed accordingly. Merseyside & South West Lancs Motion 206 Carried This Conference instructs the incoming Postal Executive to negotiate a return to overtime multipliers. It is no incentive for Engineers to do overtime when they are paid less then their basic rate. It is becoming evident that duties are not being filled because of this anomaly. If we are running below the correct staff in post (SIP) figure an office is reliant on Engineers doing more then their basic attendance hours to fulfil the demand for cover.
